With over 50,000 students, the open university has become one of Germany’s largest universities. The basic structure of the open university is no difference from that of traditional universities. The difference lies in the mediation of the course content by means of study letters, educational computer programmes, audio and video cassettes, as well as the use of modern information and communication technology via the Internet.

Civil servants and members of the business community have the opportunity to undergo professional training at the VWA. The study course is oriented to the profession for further education on a college level. The study course involves three years for business economists (VWA), administration business economists (VWA) or computer science business economists (VWA), three and a half years for business administrator (VWA). Admissions are possible only every four years, alternating between Stade and Rotenburg/Wümme. Study fees as of 2001 are 230,- Euro per semester (330,- Euro for computer science business administrator).
The courses take place in the form of lectures, sections, and seminars. The VWA degrees are not state-approved. A survey of VWA graduates revealed, however, that around 80% of them could improve their career after graduating.
